In 1893 Messrs Samuel complained of Govt regulations with reference to their petroleum installation at Kowloon. The Home Office was referred to, & Major Ince's memo, insisting on the use of booms in containing the spread of fire, was forwarded to the Govt with directions that he should guide himself by it unless he saw some strong reason to the contrary in regard to any particular point.
The fact that Major Ince's memo has now been accidentally brought before our notice by the case of Messrs Hughes...
